Press DOWN+BUTTON1 or DOWN+BUTTON2 at the title screen. Use the D-pad to select a new starting level.
Alternate level select
At the title screen, press DOWN,DOWN,LEFT,RIGHT,UP,UP, and then BUTTON1 or BUTTON2. This will also let you choose starting level.
